Finding Efficiencies in the Regulatory Process Through Lifecycle Licences

Purpose: To explain enhancements to the current regulatory process for medical linear accelerator facilities to allow for a single lifecycle licence.


Methods: The Canadian Nuclear Safety Commission (CNSC) has undertaken an assessment of our current regulatory scheme for medical linear accelerator facilities to identify opportunities to streamline the licensing process. An analysis of the risks presented by the activities conducted at each licensing stage was performed in conjunction with a cost benefit analysis to identify areas where the process requirements do not match the risk profile of the activities. Based on the results of this analysis, the CNSC is developing an updated regulatory scheme for medical linac facilities with a high rate of equipment turnover who are experienced in carrying out the licensed activities.


Results: The CNSC is proposing a single consolidated licence for medical linac facilities that covers the complete lifecycle (commissioning, operation and decommissioning) of equipment at the site. This new approach would remove hold points that currently exist when moving a new stage of the equipment’s lifecycle by assessing different activities covered under the consolidated licence upfront at a programmatic level, similarly to the rest of the radiation safety program, and a new licence or licence amendment would not be required at each phase. This new approach will maintain the high safety standard that currently exists while making equipment available for patient treatment sooner.


Conclusion: Medical linear accelerator facilities with high equipment turnover will soon be able to hold a consolidated evergreen licence for all their activities.
